Master Plan

PAYA LEBAR CITY. SINGAPORE

The central theme of the master plan is to preserve the Paya Lebar airport heritage and legacy. This heritage, in form of a community space, would become the heart of the city. The development is planned through 3 big ideas. Central Square, Connectivity and Nature trail.

The central people square. This large open space acquires a part of the existing runway and become an iconic public space in the world. The space is proposed to be utilized for multipurpose community activities, such as hosting the National Day Parade, community markets, Community performances and other mega-scale events.

Connectivity with neighboring communities. The space is developed closely with surrounding context. Apart from the KPE expressway connecting north and south, a seamless connection is provided between east and west using three roadways cutting across the development. The northern Z shaped road connects Sengkang with Pasir ris. Central flattened Z connects Hougang and Tampines via the heart of the city. And the southern boomerang connects central Serangoon with Bedok.

Nature walk. The green belt along Serangoon river is developed as community park. An infinite loop of nature walk is created connecting the greenery along Serangoon river and Bedok reservoir area. This loop then diverges out of the city connecting surrounding parks like, Paris Ris and Punggol park.

The land is planned in a pattern of concentric rings of settlement. The central core is communal zone featuring central square, community hub, airport museum and activity center. This is followed by commercial zone, hosting offices, workplaces, retail streets and shopping malls. The residential zone surrounds commercial zone. Each residential cluster has its own sports, education, healthcare and community services within its boundaries. The outer periphery is the existing industrial zone. All the zones are intersected by green radials which allows nature to flow through the space.
